Dr. Zong Ke is a senior management expert and think-tank scholar of the SCO (Shanghai Cooperation Organization) Multilateral Economic and Trade Platform. He has long been dedicated to mining development, workplace safety, and regional economic growth, with extensive achievements in industrial upgrading, safety governance, and project management.

During his tenure at Chongqing Jinjiang Cement Co., Ltd., he led a 3-million-ton-per-year cement grinding technological transformation project, which achieved significant cost reduction and efficiency gains, saving the company about RMB 21 million annually.

As Vice President and Chief Expert of the Chongqing Association of Work Safety, he established the non-coal mine expert database and worked closely with the Chongqing Emergency Management Bureau. He participated in 678 safety inspections, identified 13,865 potential hazards, guided rectifications, and delivered targeted training. His efforts contributed to a continuous 6-year decline in non-coal mine accidents, earning repeated recognition from regulators.

At Shenzhen Jinhua Industrial Group, Mr. Zong oversaw the large-scale Wuxuan project in Guangxi, including three mines (total reserves of 930 million tons), two 5,000-ton wharfs, and an 1,850-mu high-calcium product industrial park. The project was completed 11 months ahead of schedule, generating RMB 390 million in additional profits, RMB 165 million in tax revenue, and creating over 1,350 jobs.

As a member of the CPPCC Wuxuan County Committee (2020–2023), he actively contributed to regional policy-making. His proposal on “leveraging mineral advantages, increasing added value, cascade utilization, and targeted investment promotion” led to major breakthroughs in attracting central state-owned enterprises such as China National Building Materials and China Resources Group. These efforts brought in RMB 7.3 billion in investment, nearly RMB 500 million in tax revenue, and created over 7,500 local jobs.
